Technical Advisory Panel

The Technical Advisory Panel (TAP) is made up of experts who provide independent technical input to areas agreed upon by the ResponsibleSteel Secretariat. These areas include:

  • Standards related issues, interpretation questions and new developments
  • Assurance related issues
  • Monitoring and evaluation related issues
  • Claims related issues

Technical Advisory Groups (TAGs) focus on specific aspects of ResponsibleSteel's Standards and Assurance programme and are composed of members drawn from the Technical Advisory Panel.

Dr. Emma Aisbett

Dr. Emma Aisbett

Emma Aisbett is an Associate Professor at the College of Law, Governance, and Policy at the Australian National University (ANU), and Research Lead for the Heavy Industry Low Carbon Transition Cooperative Research Centre (HILT CRC) Facilitating Transformation Program. With degrees in Chemical Engineering (B. Eng, UNSW, medalist), Environmental Management (MSc., Oxon.), and Economics (PhD, U.C. Berkeley), Emma conducts transdisciplinary research that is focussed on real-world impact. She has led several major research projects on product embedded emissions accounting and verification - with a particular emphasis on how to achieve a high-performance international regime. The esteem in which her work is held is demonstrated by the breadth of her funders and research collaborators, which include the Australian Research Council, Australian Government, many of Australia’s largest companies, the World Bank, the Asian Development Bank, the World Economic Forum, the Worldwide Fund for Nature, and Boundless Earth. Her invited presentations on this topic include keynotes at the OECD’s IFCMA and panels at WTO Trade & Environment week.

Meera Pau Mehta

Meera Pau Mehta

Meera has over 20 years of experience driving strategies and partnerships to deliver positive business and social impact. Most recently she led the human rights programme for Amazon’s worldwide operations. Prior to this, she was an Associate Director in PwC’s sustainability consulting group, and then spent 10 years leading the social responsibility strategy for ArcelorMittal, with a focus on supply chains and human rights. Meera has been a member of the steering committee for the Responsible Minerals Initiative, working with civil society groups and businesses sourcing minerals from high risk countries. At PwC, she supported the gold and diamond supply chain to develop an ethical jewellery initiative, the Responsible Jewellery Council.

Jamie Hodgson

Jamie Hodgson

Jamie is a sustainability and impact professional inthe built environment, currently working within a large design practice todevelop and implement an organisational-level strategy to create and enhancepositive social and environmental impact. His current role, and expertise,spans a breadth of areas, including sustainability strategy, modern slaveryrisk assessment and reporting, greenhouse gas emissions reporting andassurance, First Nations rights and reconciliation, sustainable procurement,and management of third party impact certifications. Jamie is the SustainableBusiness Leader at Hassell and an industry mentor on sustainability and socialimpact at RMIT Online. He also serves as a Non-Executive Director on theNational Board of Amnesty International Australia.

Amanda currently works in WWF as the Lead of Steel Decarbonisation Workstream, and she is based in Finland.

Brenda Chan

Brenda Chan

Brenda is a chemical engineer by training, and an environmental engineer with over 20+ years working on sustainability and environmental management across industrial sectors, specializing in mining & metal production, water resources management, waste recovery & utilization and land reclamation. Her work has spanned from positions in academia, private sector, ESG analytics and standard setter in Europe and China. She has been a consultant for the IFC since Aug 2024, on an advisory role to steel sector in South East Asia.

Prior to IFC, she served as the Technical Manager, where she led the SBTi steel sector project, collaborated with an external consultant to develop methodology and guidance, target-setting tool, and supplementary documents. She possesses technical expertise, collaborating on robust methodologies applicable to primary and secondary steel producers.

Brenda holds a BSc in Chemical Engineering, PhD in Chemistry (iron & steel production) at Newcastle University, UK and a master degree in Environmental Policy and Regulations at the London School of Economics and Political Science, UK.

Paulo Carvalho

Paulo Carvalho

Paulo Carvalho is Managing Director of decarbValue Limited, an independent consultancy advising on value creation from the decarbonisation of the iron & steel value chain. Mr. Carvalho is a green steel and iron ore market expert, with over 14 years’ experience in the mining & metals industry, helping organisations across the sector navigate commercial and sustainability opportunities emerging from the energy transition.

Mr. Carvalho is a regular speaker at steel industry events and, amongst his advisory work, has supported the financing of several green steel & HBI plants in Europe and the Middle East, designed market entry strategies, conducted deep-dive market studies, and acted as expert witness in various international commercial arbitrations.

He is also currently a Visiting Research Fellow at the Oxford Institute for Energy Studies. Prior to founding decarbValue, he was a partner at ERM in London, Head of Steel Consulting at CRU Consulting, Senior Economist at Vale S.A., and professor of Economics at PUC-Rio University.
