The Decarbonisation Progress Levels provide a globally consistent, equitable framework for evaluating a steel site’s emissions performance. The approach builds on Principle 10 of the Production Standard and requires sites to set Paris-aligned decarbonisation targets and measure their embodied crude-steel emissions using detailed accounting rules.

Four Progress Levels track improvement from the global average (Level 1) toward near-zero steel (Level 4). A scrap-variable method ensures fair comparison between sites by accounting for differences in scrap availability, preventing carbon leakage and supporting an equitable transition. Achieving Progress Level 1 allows sites to participate in the Certified Steel programme and begin demonstrating credible emissions reductions.
